I just found out about this Windows Live Search OPML generator through Library clips and I think this is quite interesting. At first I thought this would be helpful only for people who are starting to build there blog reading list, but I found it can be useful for me as well. Basically you perform a search on the subject(s) you are interested in and the application (based on the Live Search API) returns a number of RSS feeds accordingly. You can then choose the feeds that you want and then it builds an OPML with the selected feeds. You can also have comment feeds included in your search or even search only the comment feeds. Nice work Andy!
